It will be a pure shame and embarrassment if this turns out to be a hoax but the 'Balloon Boy' also looks a little uncontrollable - constantly fidgeting and becoming a pain to his Father so I guess you could consider the Kid was being, with lack of a better phrase, a little shit and doing this could be a prank for him.
